2008年4月30日北京市委、市下发《关于促进首都金融业发展的意见》（京发〔2008〕8号），指出积极促进商品交易中心在京发展，加强与有关部门合作，充分发挥首都优势，构建商品市场与金融市场有机联系、相互依存、相互促进的统一市场体系。在此背景下，朝阳区于2009年8月18日发起成立了北京大宗商品交易所。 2011年2月1日市下发了《北京市加快国际商贸中心建设的意见》（京政发〔2011〕5号），指出依托部委和在京中央企业，设立发展各类大宗商品市场，五年内培育三家千亿规模大宗商品电子交易市场，到2015年，在若干战略资源现货交易领域逐步形成价格发现和信息发布机制。北京市（北京市商委下发）明确北商所为三家千亿规模平台之一。 朝阳区成立了由区委常委、区长吴桂英为组长的(区国资委、商委、金融办、发改委)北京大宗商品交易所协调推动领导小组，综合协调各项资源，给予重点扶持。 大股东北京金朝阳商贸国有资本运营公司成立于1999年，是隶属朝阳区国资委直接监管的国有独资企业，主要负责对朝阳区六家改制企业使用国有房屋产权及区属各类商业网点资产进行监督管理，并负有保值增值责任。
